On May 1st in 1987 James Webb began serving as US Sec. of the Navy under Pres. Ronald Reagan. He resigned in 1988 after refusing to agree to reduce the size of the Navy.

On May 1st in 1989 The Supreme Court ruled that an employer has the legal burden of proving that its refusal to hire or promote someone is based on legitimate and not discriminatory reasons.
