On April 28th in 1635 Virginia Governor John Harvey was accused of treason and removed from office. 

On April 28th in 1788 Maryland became the seventh state to ratify the US constitution, but on condition that a Bill of Rights be added.

On April 28th in 1818 President Monroe proclaimed naval disarmament on the Great Lakes and Lake Champlain. 

On April 28th in 1856 Yokut Indians repelled an attack on their land by 100 would-be Indian fighters in California.

On April 28th in 1858 NYC commissioners approved the “Greensward” plan for Central Park. Frederick Law Olmstead, the recently selected park superintendent  and landscape architect Calvert Vaux won a design competition to improve and expand the park with a plan they entitled the Greensward Plan. The park had first opened in 1857, on 770 acres of city owned land. Construction began in 1858 and was completed in 1873. The initial budget for the new park was $1.5 million.

On April 28th in 1934 FDR signed a Home Owners Loan Act.
