On February 25th in 1885 US Congress condemns barbed wire around government grounds

On February 25th in 1890 Vlacheslav Mikhaylovich Skryabin was born in Kurkaka, Russia. He was the foreign minister of the Soviet Union who took the revolutionary name Molotov. Molotov had advocated the use of throwing bottles filled with flammable liquid stuffed with a burning rag, known as a "Molotov cocktail," at the enemy.
