On February 9th in 1860 - The first Japanese ambassador to the U.S. was appointed.

On February 9th in 1861 - The Provisional Congress of the Confederate States of America elected Jefferson Davis as its president. Jefferson Davis was informed the next day.

On February 9th in 1862 - During the U.S. Civil War, the ironclads Monitor and Virginia fought to a draw in a five-hour battle at Hampton Roads, Virginia.

On February 9th in 1863 - General Ulysses Grant was appointed commander-in-chief of the Union forces.

On February 9th in 1870 - The U.S. Army established the US National Weather Service. Congress under continued petition from Smithsonian secretary Joseph Henry and colleagues, passed a military appropriation enabling the US Army Signal Service to make standardized weather observations. The bureau is officially known as the National Weather Service (NWS).

On February 9th in 1885 - The first Japanese arrived in Hawaii.
