On February 13th in 2001 - US Treasury Sec. Paul O’Neill urged Congress to accelerate plans for an across-the-board tax cut and a doubling of the child credit.
On February 13th in 2002 - In Alexandria, VA, John Walker Lindh pled innocent to a 10-count federal indictment. He was charged with conspiring to kill Americans and aiding Osama bin Laden's terrorist network.
On February 13th in 2002 - President Bush welcomed President Musharraf to the White House. Musharraf sought a revival of arms deals and relaxed tariffs on textiles. The Bush administration agreed to $142 million in trade benefits.
On February 13th in 2002 - The US House of Reps. voted 240-189 to ban unlimited “soft money” donations to national parties as part of the Shays-Meehan campaign finance bill. Individual contributions were raised from 1k to 2k.

On February 13th in 2003 - In southern Colombia a U.S. government plane carrying 5 people crashed short of an airport in rebel territory, and those on board may have been spirited away by leftist rebels. 2 days later an American and a Colombian were executed at close range.
