On August 31st in 1998 President Clinton left for a summit in Russia, which was in a state of political chaos over lawmakers' rejection of Boris Yeltsin's candidate for prime minister.

On August 31st in 1998 The DJIA fell 512 points, 6.37%, while the NASDAQ fell a record 140 points to 1499 amid news of political chaos in Russia and North Korea's apparent firing of a missile over part of Japan.

On August 31st in 1998 In Gaithersburg, Md., boxer Mike Tyson assaulted 2 motorists following a minor chain-reaction collision. In 1999 he was convicted of assault and sentenced to one year in jail.

On August 31st in 2000 President Clinton vetoed a bill that would have gradually repealed inheritance taxes, saying it would have benefited the wealthiest Americans while threatening the nation's financial well being.

On August 31st in 2004 Arnold Schwarzenegger and Laura Bush spoke on the 2nd night of the Republican Convention in NYC as police arrested nearly 1,000 demonstrators.
