On April 25th in 2005 Mayor Dick Murphy of San Diego announced his resignation effective July 15 under the weight of mounting scandals and fiscal probes. San Diego faced a $50 million budget deficit and a $1.3 billion pension shortfall.
On April 25th in 2006 President Bush ordered a temporary suspension of environmental rules for gasoline, making it easier for refiners to meet demand and possibly dampen prices at the pump. He also halted for the summer the purchase of crude oil for the government's emergency reserve.
On April 25th in 2006 Ayatollah Ali Khamenei, Iran's supreme leader, said that the country is ready to transfer its nuclear technology to other countries. Tehran threatened to halt all cooperation with the UN atomic energy agency if the UN Security Council imposes sanctions, warning that it might hide its nuclear program if the West takes any other "harsh measures."
On April 25th in 2007 Brushing off a presidential veto threat, the House passed, 218-208, a $124.2 billion supplemental spending bill ordering US troops to begin coming home from Iraq in the fall of 2007.

On April 25th in 2009 North Korea said it has restarted its nuclear facilities to harvest plutonium for atomic weapons, just hours after the UN imposed new sanctions on the communist state for its recent rocket launch.
