On April 28th in 2000 In a sharp repudiation of President Clinton’s policies, the House rejected, on a tie vote of 213-to-213, a measure expressing support for NATO’s five-week-old air campaign against Yugoslavia; the House also voted 249-to-180 to limit the president’s authority to use ground forces in Yugoslavia.

On April 28th in 2000 The US Justice Dept. and 17 states filed to split Microsoft Corp. into 2 corporations.

On April 28th in 2003 Ten of the largest US Wall Street firms agreed to pay $1.4 billion to settle government charges involving abuse of investors during the late 1990s. Details of the settlement, which called for one of the largest penalties ever levied by securities regulators, will change the way major investment firms do business.

On April 28th in 2003 An environmental group reported that chemical perchlorate, the explosive ingredient in rocket fuel, was found in samples of lettuce traced to growers in southern California or Arizona. The Bush administration had already imposed a gag order on the EPA from publicly discussing perchlorate pollution.
