On April 28th in 1989 President Bush announced the U.S. and Japan had concluded a deal on joint development of a new Japanese jet fighter, the FSX, despite concerns that U.S. technology secrets would be given away. 

On April 28th in 1991 Anti-abortion demonstrators marched in Washington DC; authorities put the number of protesters at 200,000, but organizers claimed a turnout of about 700,000.
